The Media library in WordPress 4.1 was changed with a new UI design allowing two different views - List mode and Grid mode.
The Grid mode excludes some functions, for example the bulk actions drop-down list.
Change it to the List mode (by clicking the icon on the upper-left corner) to have all the functionalities as they were prior to WordPress 4.1, including the bulk actions drop-down list.
