The aspect ratio is the width/height ratio, so if you'd like the height to be 3 times the width, then 3.0 is the ratio value.
Set the cropping_aspect_ratio to 3.0 in the URL -

If you'd like to use the "scale" cropping mode, which is the default one, a dimension (width or height) must be provided -
