Unable to upload images due to too much usage ?

Hi there,
Doing some very basic upload api testing on a free account - manually uploading single images of 2kb size - and get the following response consistently **resp=<h1>This website is under heavy load</h1><p>We're sorry, too many people are accessing this website at the same time. We're working on this problem. Please try again later.</p>

How often does this happen ?

    I am facing the same problem as well when using the upload api. I don't think it is a problem with a configuration as it was previously fine. Hope to know if this is common and how long does it take to usually solve it.
