how to overlay image using its web url , above another image

Hi Guys,
I am trying to overlay image using its web url .but It seems that cloudinary not allows to add web url link in it's Http request url.
can you please help me out from that issue.

    Hi,

    In order to overlay a remote image, first upload it using our fetch capabilities or using any of our SDKs libraries and then you can use it just like any other image in your account.
