Fast upload and delivery

Hi,
In my application I use curl (from c++) to upload the photo to cloudinary. The photo needs to be served immediately on a web portal (using Node). I m currently using webp as it makes the photo about 27% smaller. currently this process (upload and display) take too long. What are best practices to make this process faster. There are some simple transformation used when serving the pic to the web portal (sharpening and improve).
is webp actually faster to use than regular jpeg, even though it is smaller, the time it takes to convert to webp might make it more expensive than using jpeg.

Your help is much appreciated.
