Problem performing c_fit at certain dimensions. Returns blank.

I have uploaded a 640x484 image.

Retrieving the image using...

https://res.cloudinary.com/XXXXX/image/upload/q_70,w_250,h_107,c_fit/v1/local_test_data/1.jpg

...returns a blank image, whereas ...

https://res.cloudinary.com/XXXXX/image/upload/q_70,w_250,h_108,c_fit/v1/local_test_data/1.jpg

...returns the resized image. Note that the height has been changed from 107 to 108. XXXXX has been used purely to obfuscate the url.

Any ideas what is happening here?
