Text background with padding

I've seen a few examples on how to add a background to a text layer, for example: 

https://res.cloudinary.com/maor/image/upload/b_blue,co_white,l_text:Arial_30:myText/v1469031598/sample.png

What I can't find is a way to add padding around the text. Ideally I'd like to just specify a padding value. I was able to 'fake' it a bit by adding %20 to the beginning and end of the text, but am hoping there's a better way. Note - if there is a way to specify a width... that would be ok, but then I'd have to figure out good values and it would need to change based on text.
