TCP connection fails for api.cloudinary.com:443

This only happens when I connect to the internet via my phone through tethering (I'm on T-Mobile). It works perfectly when I connect via Wi-Fi. Has anyone seen this before?

  Hi Ciprian, we haven't seen this behavior. Is this T-Mobile USA?
