Image upload and make time lapse videos of the uploaded images

I am new to cloudinary.I ve gotta requirement to create timelapse video solution.The images are planning to be saved in cloud and the same will be made into video and embed in webpage.can this be acheived using cloudinary?

  Thank you for contacting us.

  You can generate an animated GIF of multiple images sharing a certain tag. Please follow the following documentation:
  http://cloudinary.com/blog/cloud_based_animated_gif_generation

  We currently don't support a direct conversion of images to videos. Therefore, for creating a video file, you'll need to re-upload the generated animated GIF as a new resource, and then you'll be able to convert the Animated GIF to a video format:
  http://cloudinary.com/blog/reduce_size_of_animated_gifs_automatically_convert_to_webm_and_mp4
