Is there any way of uploading non image files via the admin panel?

Is it possible to easily upload my CSS and JS files to my Cloudinary account without having to write an upload method into my code?

  You can actually upload these files interactively via the media library. Will work fine. Note though that graphically-wise, the media library doesn't currently list non-image files.
