Is it possible to manipulate my base/background image while appending an overlay?

I am trying to append the overlay

("https://res.cloudinary.com/adyogi007/image/upload/l_diwali_diya,fl_region_relative,g_south_west,x_-00,y_05,fl_relative,w_0.2,h_0.2,/" )

with a background image 

(https://hummel.net.in/pub/media/catalog/product/cache/ecd051e9670bd57df35c8f0b122d8aea/9/1/910100-2001_1.jpg)

Here, I want my background image to be resized to 1200*1200 in the same URL. 

Can this be done?

  Hi Alan,

  You can use the background image as an underlay and then add the main image on top of it as an overlay.

  You can have multiple overlays positioned as you like.
