Frame rate when transforming GIF -> MP4

When using the transformation API to convert an animated GIF to MP4, the frame rate seems much lower. Is there a way to control this?

I tried with the `fps` param but it didn't have an effect: https://cloudinary.com/documentation/transformation_reference#fps_fps
